[vagrant-up] Search a box using CLI

I was wondering why there is no search flag for vagrant CLI which would
allow you to search a box from the Vagrant Cloud.
The API already allows
this: https://www.vagrantup.com/docs/vagrant-cloud/api.html#search

Docker supports this functionality with "docker search"

Hey there -

This functionality is right around the corner with Vagrant, and should be
included within the next release.
I've been working on a new command for Vagrant called `cloud` which will
give users this exact functionality, along with a few other features.
